09:52  Nekrus: Tanigaki repeated his view that Japan is expected to pull out of deflation by the end of this year, as the economy continues to recover on strength in domestic demand.

"But worries remain" that Japan may fall back into deflation if the BOJ decides to end monetary easing too hastily, Tanigaki said in a question-and-answer session after delivering a speech.

"That's why a cautious approach is needed" on the timing of exiting quantitative easing, he said.

Japan's nationwide core consumer price index rose 0.1% in November from a year earlier, the first increase in more than two years, suggesting that the nation is finally pulling out of prolonged price declines.

The rebound in the CPI, along with signs of economic recovery, has boosted expectations that the BOJ may end quantitative easing this spring. But many government officials, including Tanigaki, oppose ending the easy policy too quickly for fear that doing so could hurt the economy.

"It's fine for the BOJ to decide" when to end quantitative easing based on the three conditions it has set, Tanigaki said.

"But in doing so, the BOJ shouldn't just look at economic figures but should examine the real state of the economy," Tanigaki said, adding that BOJ Governor Toshihiko Fukui likely shares this view.

The central bank has vowed to keep the current policy framework unchanged until three conditions are met - that the core CPI stabilizes above zero, BOJ board members agree deflation won't return, and there is nothing in overall economic conditions that require the policy to be kept on hold.

"It's impossible for the BOJ and the government to have the exact same view" on economic policy, given that the central bank has independence over the government in deciding monetary policy, Tanigaki said.

Tanigaki reiterated that the government should submit legislation to the ordinary parliamentary session in 2007 for raising the consumption tax rate, which now stands at 5%, to fix the nation's tattered public finances.

"It would be a very politically important decision," which must be made "cautiously" with an eye on economic conditions at the time, Tanigaki said.

"But my view is that we should strive to submit legislation" for a sales tax hike to parliament in 2007, he said.

Debate over whether to raise the sales tax will likely intensify in tax reform talks for fiscal 2007. That's because Junichiro Koizumi's term as head of the Liberal Democratic Party, and therefore prime minister, expires in September.

Koizumi has vowed not to raise the tax while in office, although he has said he welcomes discussion on the issue.
